Electronic Systems Center (ESC)

Air Force Materiel Command's Electronic Systems Center (ESC) manages the development and acquisition of electronic command and control (C2) systems. These systems gather and analyze information on potentially hostile forces, enabling commanders to make quick decisions and rapidly pass them on to their forces. They help to direct the muscle of America's air-power arsenal to the right target at the right time.

With an annual budget of approximately $3 billion, ESC is the Air Force's leader in command and control programs. It manages more than 150 programs, ranging from secure communication systems to mission planning systems. ESC personnel are involved in upgrading the North American Aerospace Defense Command headquarters. They are developing security systems for the protection of Air Force weapon systems and installations and they are working with the Federal Aviation Administration to install new radar displays and improve air traffic control at major airports. In addition to providing C4I systems to the U.S. military, ESC personnel are developing air defense systems for allied forces such as the Royal Thai and Royal Saudi Air Forces and NATO partners.

Prime Contracts at ESC

Information Technology Services Program (ITSP II) - ITSP encompasses virtually all of the Systems Engineering and Technical Assistance (SETA) used by ESC at Hanscom AFB as well as ESC's geographically separated units (GSU) (Standard System Group - Gunter Annex, AL; Material Systems Group - Wright-Patterson AFB, OH; 38th Engineering Installation Group - Tinker AFB, OK; and Cryptologic Systems Group - Kelly AFB, TX). ITSP support is non-personal and includes, but is not limited to Development Planning and Analyses, Acquisition Engineering, Specialty Engineering, Computer Resources/Software Engineering Support, Communications, Manufacturing Engineering, Facility Acquisition Engineering, Integrated Logistics Support, Configuration and Data Management, Business Management Support and Financial Management.

Specialized Cost Services (SCS II) - SCS encompasses all of the technical assistance cost estimating support used by ESC at Hanscom AFB as well as ESC's geographically separated units (GSU) (Standard System Group - Gunter Annex, AL; Material Systems Group - Wright-Patterson AFB, OH; 38th Engineering Installation Group - Tinker AFB, OK; and Cryptologic Systems Group - Kelly AFB, TX). SCS support is non-personal and includes a broad range of cost estimating, analysis, research technical services. These include weapon system and business MIS acquisition cost studies, software estimating, life cycle cost analysis, operating and support cost studies, cost-research studies, activity based cost studies and analyses and seminars on cost-related subjects. In addition, these efforts include technical and schedule risks assessments; schedule prediction and analysis; automated cost tools; data collection; cost estimating relationships (CERS) and model development; development of automated cost estimation databases and technical support. The primary products will be analyses, technical reports and other data deliverables.
