Jim Monopoli - President
|
Jim Monopoli, President of Quantech Services Inc., is co-founder and the driving force behind a client-focused strategy of providing superior quality consulting products and services. Since Quantech's first government contract in 1999, Jim has led hundreds of employees from diverse backgrounds, providing his clients with a corporate commitment to excellence in all products and services delivered. Jim has over 22 years of experience in program, financial and cost management and has held senior management positions in both government agencies and consulting companies. His experience encompasses the entire life cycle of project requirements including project management, integrated logistics, information technology, engineering services, budget formulation/execution, financial accounting, cost estimating & analysis, model development/ implementation, cost benefit analysis, earned value management & analysis, schedule management, contract management / reconciliation / closeout, congressional reporting, acquisition support services, activity based costing/management, client relationship management and much more.
Jim has 13 years of dedicated service to the US Air Force. During these years, Jim held positions in high profile Air Force projects developing budgets, estimating requirements and managing product life cycles. He led the development of a $20 billion weapon system program life cycle cost estimate through major milestone DoD reviews. In addition, Jim led divisions for consulting companies that were responsible for strategic planning, resource management, training, technical services and client/liaison satisfaction.
Jim has a Bachelor's Degree in Finance & Economics from Northeastern University and a Masters of Business Administration from Western New England College Graduate School of Business.

Ron Lombard - Chief Executive Officer (CEO)

Ron Lombard, Chief Executive Officer of Quantech Services Inc., is co-founder and driving force behind the company's client-focused strategy of providing superior quality consulting products and services. Since Quantech's inception in 1999, Ron has led the company to extraordinary growth while maintaining a corporate commitment to excellence. Under his leadership, Quantech has risen to be a key industry leader in the management consulting service sector. Ron has cultivated a highly effective and responsive team with a laser focus on customer satisfaction.
Ron has over 18 years of experience as a technical leader and senior manager for both Advanced Technology Systems Integrators as well as Consulting Service Firms. His experience spans across numerous technology sectors involving all phases of the system Life Cycle. Prior to joining Quantech, Ron held numerous senior level positions directing technical operations and leading diverse consulting teams on large scale analytical and program management efforts. In addition, he was responsible for strategic planning, automated tools and technical training, resource management and client liaison/satisfaction.
Active in Professional Affiliations, Ron was previously President for the local chapter of the Society of Cost Estimating and Analysis (SCEA), receiving the National Estimator of the Year-Technical Achievement award in 1997. In addition, he speaks regularly at the National Contract Management Association and participates in the American Society of Military Comptrollers (ASMC).
Ron holds a Bachelor's degree in Industrial Technology from the University of Massachusetts Lowell and a Master's Degree in Business Administration from Western New England College.

Rick Sette - Chief Financial Officer (CFO)
|
As Chief Financial Officer (CFO) for Quantech Services, Inc., Rick Sette holds management responsibilities for the company's Accounting, Contracts and Pricing business services functions. He reports directly to Ronald Lombard, CEO and Jim Monopoli, President.
Previously, Rick was one of Quantech’s Business Director’s leading their C4ISR, AFRL, AFOSR and CCaRS advisory and assistance professional services contracts. Rick provided senior level guidance and consulting services supporting government executive level requirements and developed highly effective and responsive award winning financial management and program management team’s that delivered consistent high quality value added support to ensure quality and customer satisfaction.
Rick has over 20 years of federal agency and private industry financial management experience supporting multi-billion dollar portfolios. His expertise includes financial planning, programming, budgeting and reporting, budget execution, accounting and finance, and cost/schedule performance analysis on major acquisition and sustainment programs.
Prior to joining Quantech, Rick worked as a Program Manager for ARINC responsible for the Business Development and Management of their Combat Air Forces advisory and assistance professional services contracts and as an Accountant for Town and Country Corporation.
Rick holds a Bachelor of Science in Business Administration from Northeastern University, a Masters in Business Administration from Western New England College and a Certificate in Accountancy from Bentley College. Rick is a member of the American Society of Military Comptrollers.

Bert Rogers - Vice President of Strategic Planning and Business Development
|
Over the past 2 years, Bert Rogers and his team have focused on establishing and executing a company-wide strategic planning process. This process entails the proper alignment of human/financial resources and corporate infrastructure to win and sustain new work. His team is also responsible for capture management and the Quantech Proposal Center of Excellence.
Bert is also an expert in both cost estimating and budget formulation processes and has over 20 years of experience in developing, managing and leading Cost Analysis and Financial Management efforts in support of complex DoD and DOT Air and Ground Communication, Navigation and Surveillance programs. Prior to joining Quantech, Bert was a USAF officer, a DoD civilian and a consultant.
Bert received a Bachelor of Science Degree in Financial Management from the United States Air Force Academy and a Master's Degree in Business Administration from Western New England College. He has attended Professional Military Comptroller School and is Acquisition Professional Development Program Level III certified in Financial Management and Program Management.

Mary Ann Carlson - Vice President, Northeast Region Operations

Mary Ann Carlson was hired in 2004 to capture ESC’s PASS A&AS IDIQ contract valued at $800M and subsequent Task Orders. Mary Ann successfully developed Quantech’s discriminators, strategies and formed our PASS Q-Team. She spearheaded the development of over 20 PASS proposals. Under her leadership, Quantech was awarded the ESC PASS IDIQ contract vehicle valued at $800M and five PASS Task Order contracts (ESC Center Staff, 753 ELSG, 853 ELSG, 554 EF/FN and 554 SB). In October 2007, Mary Ann assumed responsibility as the Northeast Regional Business Director. In addition to the PASS contracts, she is responsible for MIT Lincoln Lab, AFRL, CCARs, VOLPE and ITSP II contracts. Mary Ann is responsible for developing and implementing strategic business objectives for the Northeast Region as well as profit and loss of all business segments.
Mary Ann has over 22 years experience in the program, acquisition and configuration fields and has held senior management positions at ESC and Industry. Prior to coming Quantech, Ms. Carlson was the DRC Business Director for ESC JSTARS and A&AS Integrator for the ITSP II contract. She brings a wealth of experience and knowledge of the DoD culture to Quantech. Mary Ann holds a Bachelor's Degree in Business Administration from Western New England College.

Angela Groves - Vice President, Western Region Operations
|
Angela Groves is responsible for developing and implementing strategic business objectives for the Western Region. Angela is responsible for business development in the Space sector and providing her clients with a commitment to customer service excellence. Angela has been successful in achieving prime contract awards at SMC including SAS, SFS, TASS and FASS contracts and current revenue is in excess of $12M annually. Angela's promise and obligation to every Quantech customer is to find the right solution – cost, schedule, & matched qualifications - to best meet the client's needs!
Angela has over 15 years of experience in program, acquisition and cost management, training, course development, business processes and model development. Angela has held progressive senior management positions at SMC and Industry. Prior to Quantech, Angela ran Groves Consulting, providing consulting services in software and hardware cost solutions in addition to program management.
Angela has a Bachelor of Science Degree in Engineering, with a concentration in Manufacturing and Robotics, from San Jose State University.

Dave Anderson - Deputy Director, Northeast Region Operations
|
Dave Anderson was hired in 2005 as a Business Area Manager to help develop Quantech’s business base and expand operations in the Southeast Region. In 2006, he relocated to the corporate headquarters in Massachusetts where he was a key leader and contributor in capturing over $170M in new work during 2006-2008 Professional Acquisition Support Services (PASS) competition at Electronic Systems Center. He served as Capture Manager for the winning 551 Electronic Systems Group (AWACS) Task Order proposal worth over $51M. In 2008, Dave assumed responsibility as Business Director and Deputy to the Vice President, Northeast Region Operations with management oversight and execution responsibility for nine active contracts, over 200 personnel and nearly $29M annual revenues.
Dave has over 24 years experience in DoD systems engineering and acquisition program management. He brings a proven track record of successful acquisition program execution, the ability to solve complex and challenging problems, and intimate knowledge of DoD acquisition policies and procedures. Dave joined Quantech in 2005, following a 20 year career in the US Air Force where he served as a Test & Evaluation Engineer, Systems Engineer and Program Manager on programs valued in excess of a billion dollars.
Dave holds a Bachelor’s Degree in Electrical Engineering from Northeastern University and a Master’s Degree in Electrical Engineering from the Air Force Institute of Technology. He is DoD Acquisition Professional Development Program certified in Program Management, Systems Engineering and Test & Evaluation, and a certified Project Management Professional (PMP) by the Project Management Institute.

Michelle Bakke - Director of Financial Management & Accounting
|
As Quantech’s Director of Financial Management & Accounting, Michelle Bakke directs and oversees all accounting activities of the department. This includes budgeting, purchasing, accounts receivable, accounts payable, G/L account coding, payroll and PTO, travel and entertainment reimbursements, transfer of expenses, general ledger reconciliation, audits, and fiscal close. Michelle ensures the department operates in compliance with corporate policies and procedures, and applicable laws and regulations. Michelle is also responsible for the creation and implementation of Quantech’s accounting policies, procedures and processes and maintenance of Quantech’s enterprise accounting system. Michelle is advisor and deputy to the CFO and works closely with the Execution, Operation, and Technical teams.
Michelle first joined the firm in June of 2000 and worked as a Financial Consultant on various projects with the Air Force. In August of 2001, the Quantech Corporate Headquarters was established, at which time Michelle was promoted to the position of Operations Manager. Michelle has been a major contributor to the creation and implementation of Quantech’s operating policies, procedures and processes. Initially, Michelle was responsible for all functional areas of the company such as human resources, information technology, accounting, contracts, security, facility, proposal and administration.
Michelle has more than 17 years of experience working in the government contracting industry. Michelle started as a research analyst supporting the Air Force and Department of Justice on a multi-billion dollar lawsuit. Michelle then moved on as a Litigation Support Specialist working at the State Department in Washington, DC. Michelle gained valuable experience working as a financial analyst for Mei Technology and received training on the government solicitation and proposal process. This experience paired with her Bachelor’s Degree in accounting from Bentley College has enabled her to be highly successful in managing the start-up and growth of Quantech’s Business Operations, and growing into the position of Director of Financial Management & Accounting.

Erin Butt - Director of Strategic Planning & Business Development
|
Erin Butt is responsible for all corporate strategic and business planning activities within Quantech and reports directly to the Vice President of Strategic Planning and Business Development. Responsibilities include definition and documentation of a long-term strategic roadmap and objectives for the company, coordinating planning activities across execution teams and corporate functions, and ensuring corporate investments are aligned with strategic goals. Erin is also the Proposal Manager and as Quality Manager is responsible for maintaining Quantech’s ISO 9001 certification.
Prior to joining Quantech, Erin was an Associate at Booz Allen Hamilton in their Economic and Business Analysis group providing cost and financial support to DoD and Civilian agencies.
Erin holds a Bachelor of Science in Economics from Northeastern University and is currently pursuing a Masters in Leadership with a concentration in Program Management from Northeastern University.

Maryanne Cromwell - Director Human Resources and Security
|
Maryanne Cromwell joined Quantech in February 2003. She has over 20 years of experience in Human Resources including recruiting, employee relations, benefit administration and performance management. She is responsible for recruiting and retaining Quantech’s key talent. Her appointment to the Executive Management Team underlines Quantech’s desire to continue to attract and retain the highest quality professionals while maintaining the company’s excellent work environment.
Maryanne reports directly to the President and CEO. She is Quantech’s human resources executive with leadership and management accountability for the human resources activity in the organization. Maryanne is responsible for developing and implementing strategies and activities that support the areas of recruitment, performance and people management, rewards and recognition, grievances and discipline and the design and development of a competitive compensation and benefits program. She is a key advisor to the President and CEO on all policy and procedures and works closely with the execution operations and technical teams to implement and monitor.
Prior to coming to Quantech, Maryanne has worked as a Human Resource professional in the Information Technology and Financial Services industries. She has extensive experience in recruiting/staffing, benefit administration, organizational development and employee relations.
Maryanne received a Bachelor of Arts Degree in Psychology from the University of Massachusetts in Boston, MA. She also attended Bentley College and received a Human Resources Certificate. She is a member of the Society For Human Resource Management.

Eric Hamilton - Business Director, Northeast Region Operations
|
Eric Hamilton was hired in 2007 as a Task Lead to manage the 753 Electronic Systems Group Task Order, and provided direct support to the C2 Constellation Program. In late 2007, he became the 753d TO Business Area Manager and Task Order Integrator, which shortly preceded the first of two reorganizations of the 753 ELSG. This event splintered 32 FTEs across 5 organizations throughout the Electronic Systems Center. Eric was instrumental in developing business within each of these new areas resulting in doubling the number of FTE’s within 2 years. In 2009, Eric assumed responsibility as Business Director with management oversight and execution of 3 active contracts and immediately began developing business with a major Research and Development agency through individual purchase orders.
Eric has over 15 years supporting the USAF in various roles. He began his career as a Munitions Systems Technician in 1994, separating from active duty in 2002. Before joining Quantech Services, Inc, he led a Systems Effectiveness Assessment team on over 20 onsite assessments around the world; including performance testing, modeling and simulation, DOTMPLF Analysis, and Physical Security System Designs for the Force Protection Program Office at the Electronic Systems Center until 2005. Eric then moved on to provide Program Management and Strategic Planning consulting to the 753 ELSG through the ITSP II contract. Eric holds a Bachelor’s Degree in Business Administration with a focus in Management from Western New England College.

Trent Henderson - SAS Program Manager

Trent Henderson, hired in 2007, is a Business Director and the SAS Program Manager (PM), responsible for $94M in awarded contracts. He is responsible for program oversight of the Space and Missile Systems Center (SMC) Acquisition Support (SAS) contracts.
Trent has been one of our key leaders supporting all SAS, STS, and GSA proposal efforts, contract transitions, Senior Management Services, and Business Operations Manager.
Trent has more than 32 years experience in the Air Force industry. Trent retired from the United States Air Force in 2000. During his tenure in the United States Air Force, he served as an air traffic control operator, instructional systems designer, education and training manager, and first sergeant.
Trent received a Microsoft Certified Systems Engineer (MCSE) certification from the University of Phoenix, an Associates of Science Degree in Educational and Instructional Technology from the Community College of the Air Force, and received his Human Resource certification from Loyola Marymount University.

Robert J. Lamarre - Director, Midwest Operations
|
Quantech hired Bob Lamarre in 2007 to develop our Dayton, OH office and to expand our Midwest operations. Bob is responsible for profit and loss of the Midwest operations. He is also helping to develop and implement strategic business objectives for the Midwest Region and the company as a whole.
Bob brings over 30 years of diverse Government and industry program management expertise in building/managing successful teams to resolve complex issues and enhance corporate and customer value. Bob retired from the Air Force in 1995. During his Air Force career he served in a number of project/program management (classified and unclassified); academic and headquarters assignments. He is a graduate of the Defense Systems Management College Program Management Course. Bob has served in senior level corporate positions during the past 10 years.
Bob holds a Bachelor’s Degree in Aeronautics from Dowling College, Oakdale NY and an MBA from the University of Rhode Island.

Robert Materna - Director of Contracts

Robert H. Materna, Director of Contracts, has been with Quantech Services, Inc. since 2007. Bob is responsible for managing four GSA and numerous BPA and IDIQ contracts valued in excess of $300M and provides the Contracting leadership which has been very successful with his presence in the company. Bob retired from U.S. Air Force in 2007 after serving more than 30 years and in four distinct command positions and two deployments. In his last assignment, he served as the Deputy Director, Operations, Aeronautical Division, Defense Contract Management Agency. Bob received his Bachelor of Science from the University of Tampa in 1982 and his Masters in Business Management and Information Systems from the University of South Florida in 1984. He is a member of the National Contract Management Association and is a Certified Professional Contracts Manager (CPCM).

Dave Mirra - Director of Information Technology

As Information Technology Director for Quantech Services, Inc., David Mirra management responsibilities incorporate the global technology architecture of the company. He reports directly Ronald Lombard, CEO.
As a key architect David is responsible for Quantech’s information technology; the deploy and integration of state-of-the-art systems; the implementation of Intelligent Disaster Recovery technologies; the development of new systems and technologies and the support of the all computing environments across Quantech’s networks. David’s information systems and technology implementations enabled Quantech to operate as a more agile company in this highly competitive industry. His delivery of state-of-the-art technology has also made Quantech a “Favorite” amongst companies who partner with Quantech!
Formerly David was employed by various consulting firms in support of Department of Defense IT infrastructure projects. As a consultant with over 20 years of experience working with United States Air Force (USAF), his responsibilities included design, development, documentation, testing and deployment of three new state-of-art system architectures that provided 100% disaster recovery to the air support groups to USAF installations at CONUS and OCONUS locations over a five year period. During David’s consulting tenure with the USAF, he was responsible for the “Stand up” and operational readiness for the Information Technology architecture of Hanscom Air Force Base largest Special Program Office.

Elaine Sersun - Director, STS Program Manager
|
Elaine Sersun, hired in 2008, is a Business Director and the STS Program Manager (PM) responsible for $64M in awarded contracts. She is responsible for program oversight of the Space and Missile Systems Center (SMC) Technical Support (STS) contracts and Systems Engineering and Integration (SE&I) contracts. Elaine has been one of our leaders supporting proposal efforts, transitions, Senior Acquisition Advisor to our customer, and Senior-level Acquisition Planning training over the past year.
Elaine has more than 17 years experience including active duty service in the Air Force as a certified professional financial/budget officer, acquisition program manager and logistics specialist. She continues her military service today in the Air Force Reserves supporting the office of the Secretary of the Air Force for Acquisition in the Information Dominance Directorate. She currently supports the Space Superiority Systems Wing Commander as his senior acquisition advisor.
Elaine holds a Bachelor of Science degree in management from the U.S. Air Force Academy and an MBA from Webster University with an emphasis in Information Systems.

Susan Thibodeau - Director, Southeast Region Business
|
Susan Thibodeau is responsible for developing and implementing strategic business objectives for the Southeast Region as well as profit and loss of all business segments. In addition, she is responsible for creating pipeline forecasts and the overall broad-based financial picture for the Southeast Region. She currently manages contracts in Washington, DC; San Antonio, TX and Huntsville, AL. Susan has been successful in expanding the Southeast Region business base and developing new contracts with the Department of Homeland Security, Federal Aviation Administration, US Air Force Cryptologic Systems Group and the Missile Defense Agency.
Susan has over 26 years experience in the Program Management and Acquisition Logistics career fields. She brings a wealth of experience and knowledge of the DoD culture to Quantech. Susan retired from the United States Air Force in May 2003. During her tenure in the Air Force, she served as a Commander, Academic Instructor and Program Manager for several multi-million dollar programs.
Susan holds a Bachelor's Degree in Sociology from the University of Massachusetts at Amherst and a Master's Degree in Business Administration from Wilmington College in Newark, DE.
