Background
The John A. Volpe National Transportation Systems Center ( Volpe Center ) is an organization within the Research and Innovative Technologies Administration (RITA) of the Department of Transportation (DOT). The Volpe Center provides technical research and analysis services to the Department and other organizations in connection with the transportation-related components of their missions.
The Volpe Center is funded exclusively through a Working Capital Fund (WCF). Sponsoring organizations transfer funds into the WCF in accordance with General Working Agreements (GWA) or reimbursable agreements. The agreement is implemented by Project Plan Agreements (PPA) negotiated between the Volpe Center and sponsoring agencies. These PPAs (or inter-agency project agreements) constitute the Volpe Center's technical program. The Volpe Center's staffing strategy uses a combination of Federal and contractor employees to meet the broad range and quantity of skills needed to support sponsor projects. Through Task order contracts and on-site technical support contracts, the Volpe Center can respond to uncertain, long-range requirements of these technical programs by establishing a "pool" of easily accessed professional technical resources. This procurement will provide a range of high technology capabilities and skills designed to meet Volpe Center programmatic requirements in the area of Communications, Navigation and Surveillance (CNS) Systems.
Scope of Work
The Volpe Center's programmatic activities supported by the CNS multiple award contracts fall primarily in the area of transportation infrastructure, which is the foundation of facilities, equipment, and services needed for the movement of goods and people. These contracts address air and ground-based communications as well as surveillance and control systems and technologies, including airborne and ground-based wide area navigation; precision landing and guidance; air and land traffic management systems; system requirements definition; alternatives analyses and designs; sensors and systems development and deployment; test, evaluation, operations, and maintenance of developmental or prototype navigation, communications, and surveillance systems; and the interfaces between these systems and the other elements of the transportation infrastructure.
Quantech Services, Inc. has been qualified to compete as a Small Business under all five task areas of the Volpe OMNI CNS contract. Task area requirements include:
