Program Description: Electronic Systems Center (ESC), the C4ISR Center of Excellence, is located at Hanscom AFB, MA. ESC falls under the Air Force Materiel Command (AFMC), the AF's leading acquisition command. The ESC/C2ISR Systems Wing is composed of the Combatant CCC2 Systems Group (CC2SG), ISR Systems Group (ISRSG) and Operational C2 Systems Group (OC2SG), their mission is to:

Program Support: Quantech supports the C2ISR mission by providing AFMC RDT&E, Procurement and Operation and Maintenance acquisition expertise across the following functional areas; Program Management, Systems Engineering, Financial Management, Cost Analysis, Earned Value Management, Administration, Documentation and Contract Reconciliation in support of the C2ISR Portfolio of Programs. Quantech plans, prepares and executes all program management and financial reviews in support of OSD, SAF, AFMC and ESC requirements. The company performs major weapon system cost estimating, financial, and project management functions involving the formulation, justification and execution of budgets throughout the program life cycle. Contractor cost/schedule performance is monitored and impact statements of interruption of service or delivery of products are prepared and documented. Quantech utilizes advanced tools/models in support of the integration of financial and cost forecasting data. The required Accounting and Finance NULO/ULO/Contract close out operations supporting the entire portfolio of programs is provided as well as administrative and historical archiving support utilizing web based tools for all required documents and data files. Quantech initiates and assists in the development of plans, programs and budgets to advance the state of the art by developing military unique capabilities in critical C2 technologies for the organization. Quantech contributes to the Weapon Systems Engineering, Integration, Configuration Control and Fielding requirements. The major Programs (ACAT I and II) within the C2ISR Portfolio Quantech supports are: Theater Battle Management Core Systems (TBMCS), Air and Space Operations Center (AOC), Battle Control System Fixed and Mobile, Integrated Broadcast System (IBS), Deep STARE, and other classified project(s).
