Air Force Research Labs: Quantech is involved in the day-to-day functions of the AFRL/VSF Financial Management Office. Quantech supports the Air Vehicles Directorate of the Air Force Research Laboratory, the preeminent aeronautical vehicle research and development organization in the world, to develop technologies from inception through transition for current and future military aerospace vehicles. Quantech supports this mission by providing the following expertise: NULO/ULO resolution, Tri annual research and review preparation, OARS request submissions, canceling funds/dormant funds research reconciliation and closeout. Quantech has also expanded our duties to include the execution and daily management of the AFOSR (6.1) funding budget of approximately $5.3 million. Quantech uses the following applications/automated systems: G2, ISMART, JOCAS, CRIS, WEB EIS, DSTAR, and ABSS.

Air Force Office of Scientific Research (AFOSR): Quantech analysts provide integrated financial, contracting and program management support to the Air Force Office of Scientific Research (AFOSR). The AFOSR mission is to invest in basic research efforts for the Air Force in relevant scientific areas. AFOSR's strategy is to transfer the fruits of basic research to industry, the supplier of Air Force acquisitions; to the academic community which can lead the way to still more accomplishments; and to the other directorates of AFRL that carry the responsibility for applied and developmental research leading to acquisition.

Quantech's personnel ensure that the $400M+ research budget is accurately appropriated, executed, and reconciled, and that all grants and contracts are closed out accurately, and on time. Quantech support to the Plans and Budget Division (PIP) includes expert analyses and recommendations for management of the Future Years Defense Plan (FYDP), as well as preparation and maintenance for research planning documents like the DoD Basic Research Plan, and the AF S&T Plan. Our finance and budget analysts, supporting both PIP and the Finance Division (PIF), ensure that AFOSR always has the most accurate accounting of the Air Force and other DoD funds, and consistently has the best obligation and execution rates throughout the Air Force Research Laboratory (AFRL). Quantech Program Managers in the External Resources Division (PIE) provide recommendations and execution support for Congressional interest programs and leveraged research projects. Quantech contract analysts provide thorough closeout support to the Contracts Directorate (PK), and have been commended on their diligence and accuracy in tracking down the most difficult delinquent grant and contract awards.

Technical Communication Support Services (TCSS):

Quantech provides expertise to the Air Force Office of Scientific Research (AFOSR) for Program Management and Financial Management in support of its mission to manage the entire Air Force Basic Research Program.  Our program analysts provide guidance to AFOSR management through the budget cycle and directly support AFOSR participation in the Planning, Programming and Budget Execution System (PPBES).  Our expertise ensures clear and accurate budget submissions to Congress, helping to improve the appropriation results.  Quantech program analysts also provide support to the AFOSR Chief Scientist by managing the technical and administrative preparations for 3-4 major scientific briefings and conferences each year.  We work with all AFOSR Directorates to compile research planning and results information and assist with the documentation and publication of that information.  We support the AFOSR Public Affairs process by managing the AFOSR contract databases and by administering the Security and Policy Review process for all public-release documents.  Our financial analysts ensure accuracy in AFOSR financial records through consistent application of government accounting principles and continuous process improvement within AFOSR and the Air Force Research Laboratory (AFRL).  Our consultants participate in the entire financial execution process, from receipt of the Budget Authority (BA) through expenditure and reconciliation of DFAS records.  Our contract analysts also ensure timely closeout of all grants and contracts executed by AFOSR.  Our analysts process over two thousand funding documents annually, execute over 1200 internal change requests and track over 190 funding actions, all combining to provide accurate execution of over $300M of Basic Research funding.
