Bert Rogers
Vice President, Strategic Planning and Proposal Development
Summary: Bert started with Quantech in 2001 to expand services outside of Quantech’s Hanscom Air Force Base (AFB) business base. He led and authored numerous winning proposals to capture work with Federal Aviation Administration (FAA) Headquarters, Department of Homeland Security (DHS) and Department of Education in Washington D.C., the Air Force Cryptologic Systems Group in San Antonio, Texas, Volpe National Transportation System Center in Cambridge, Massachusetts and a Federally Funded Research & Development Center (FFRDC) in Lexington, Massachusetts. He was responsible for managing the personnel, cost, schedule, and performance of all products and services for these customers.
In his current duties, Bert and his team have established and executed a company-wide strategic planning process. This process entails the proper alignment of human/financial resources and corporate infrastructure to win and sustain new work that is in-line with overarching corporate goals and objectives. His team is also responsible for advanced marketing, capture management and the Quantech Proposal Center of Excellence.
Bert is an expert in both cost estimating and budget formulation processes and has over 20 years of experience in developing, managing and leading Cost Analysis and Financial Management efforts in support of complex Deparment of Defense (DoD) Air and Ground Communication, Navigation and Surveillance programs. Prior to joining Quantech, Bert was a U.S. Air Force officer, a DoD civilian and a consultant.
Education: Bert received a Bachelor of Science Degree in Financial Management from the United States Air Force Academy and a Master's Degree in Business Administration from Western New England College. He has attended Professional Military Comptroller School and is Acquisition Professional Development Program (APDP) Level 3 certified in Financial Management and Program Management.
