Director, Western Region
Summary: Elaine Sersun is the Director of the Western Region for Quantech Services, Inc. Quantech is a recognized leader providing acquisition, financial, cybersecurity, and systems engineering services to the U.S. government. Headquartered in El Segundo, CA, Quantech’s Western Region is the company’s center for government space systems support. Elaine guides the company to find the right solution – cost, schedule, and matched qualifications – to best meet the client’s needs. She is committed to delivering customer service excellence and technical expertise, which will promote growth and define our company going forward.
Elaine manages a team of approximately 215 employees and subcontractors at four locations across the region. She is responsible for developing and implementing strategic business objectives for Quantech’s Western Region with an emphasis in the space sector. Current support includes prime contract and task order awards at the Space and Missile Systems Center at Los Angeles AFB – the government’s home to DoD space systems acquisition, Peterson AFB, CO; Schriever AFB, CO; Buckley AFB, CO; Kirtland AFB, NM, and the Space and Naval Warfare Systems Command (SPAWAR), San Diego, CA. Her team provides services through the following contracts: Space and Missile System Center (SMC) Acquisition Finance Services (SAFS), SMC Acquisition Services (SAS), SMC Technical Services (STS), General Services Administration (GSA), SMC Financial Services (SFS), System Engineering & Integration (SE&I), and Seaport-E efforts.
Prior to her current position, Elaine had served as the SMC STS Program Manager for Quantech’s Western Region since 2008. Before joining the company, Elaine provided integrated program management and acquisition consulting services to the Office of the Assistant Secretary of the Air Force for Acquisition for the development and procurement of crisis action planning capabilities, fixed and mobile battle control systems, and ground-based radars. While on active duty, she served in a broad range of financial services, space systems acquisition, and logistics positions. She continues to serve today as a Lieutenant Colonel in the USAF Reserves as the Congressional, Budget, and Program Integration Acquisition Manager in the Directorate of Information Dominance, Assistant Secretary of the Air Force (Acquisition) at the Pentagon, Washington D.C.
Education: Elaine received her commission through the U.S. Air Force Academy in June 1992, after earning a Bachelor’s of Science degree in management. She later earned an MBA from Webster University in 1995 with an emphasis in Information Systems.
