Department of Education, Office of Federal Student Aid

Through our Qualitative & Quantitative (Q&Q) Blanket Purchase Agreement (BPA), Quantech supported the U.S. Department of Education’s Federal Student Aid (FSA) by conducting studies and analyses to help improve the delivery of FSA to make it more efficient and effective. For Contracts and Acquisition, Quantech provided Source Selection and overall cost estimating support.  Quantech analysts developed several Independent Government Cost Estimates (IGCEs) used to validate proposal submissions for a large agency-wide IT solicitation.  In addition, our analyst functioned as the Source Selection Subject Matter Expert (SME) for Pricing.  We also developed a Cost Baseline documenting the “As-Is” Information Technology (IT) systems and initiatives that was used to identify future initiative cost savings.  Quantech analysts also provided on-site full time statistical analysis support to the Office of the Ombudsman. The FSA Ombudsman uses the Ombudsman Case Tracking System (OCTS) to compile and analyze data on borrower complaints, then make appropriate recommendations. Our analysts evaluated the treatment of data elements within the OCTS system to help improve the integrity of the data collection process and provide a platform for data standardization.

 


Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA)

Through two GSA FABS task orders, Quantech provided services to the Federal Emergency Management Agency (FEMA), Office of the Chief Financial Officer (OCFO), in support of budget formulation and execution for the preparation of all budget submissions, developing Quarterly Execution Reviews, calculating salary and benefit allocations and developing standard operating procedures. We supported the preparation of Congressional briefings and tracked appropriations committee reports and legislation. We provided support materials to DHS, the Office of Management and Budget (OMB), and Congress.

 


Department of Transportation (DoT), Federal Aviation Administration (FAA)

Missile Defense Agency (MDA)

In an effort to consolidate a multitude of contract vehicles to obtain A&AS contractor support, MDA released a series of MDA Engineering & Support Services (MiDAESS) contracts to obtain these services moving forward. As one of three MiDAESS Group 2 Small Business (SB) prime awardees and through multiple subcontracts in other competition areas, Quantech provides logistics, engineering, acquisition, international affairs and financial management support to MDA.  Our personnel are located at various MDA operating locations:

Department of Veteran’s Affairs

Under the Veterans Affairs (VA) Tactical Project Management Support Services (TPMSS) contract, Quantech provides Project Management and Business Analysis services to the Veterans Benefits Administration (VBA).  We provide professional support and guidance, in conjunction with VA’s Office of Information and Technology (OI&T), supporting the upgrade and replacement of legacy IT applications and systems.  The mission of VBA, in partnership with the Veterans Health Administration (VHA) and the National Cemetery Administration (NCA), is to provide benefits and services to Veterans and their families in a responsive, timely and compassionate manner in recognition of their service to the Nation.   Quantech supports four different organizations within the VBA –the Office of Business Process Integration (OBPI),  Veterans Benefits Management System (VBMS), Vocational Rehabilitation and Employment (VR&E), and the Debt Management Center (DMC).

 


Research Labs

Over the past 10 years, Quantech has been providing engineering, program management (PM) and financial management (FM) support to various lab and research facilities. Quantech analysts are currently providing support to a Department of Defense (DoD)-sponsored Federally Funded Research and Development Center (FFRDC). Our engineering support includes developing avionics monitoring software, processing mission/flight data and monitoring, reconfiguration, disaster recovery and storage requirements support for large Unix/Linux Servers.  Our FM analysts have implemented a sound cost estimating environment and develop, maintain and update cost estimates of selected programs and work closely with the Technical and Program Leads to scrub requirements, execute trade-off analyses and perform what-if drills. In addition to the cost estimating function, our analysts also provide financial management, budget development and execution support.

Quantech provided PM/FM expertise to the Air Force Office of Scientific Research (AFOSR) in support of its mission to manage the entire Air Force Basic Research Program.  Our program analysts provided guidance to AFOSR management through the budget cycle and directly support AFOSR participation in the Planning, Programming and Budget Execution System (PPBES).  Quantech program analysts also provided support to the AFOSR Chief Scientist by managing the technical and administrative preparations for 3-4 major scientific briefings and conferences each year.  We supported the AFOSR Public Affairs process by managing the AFOSR contract databases and by administering the Security and Policy Review process for all public-release documents.  Our Technical Communications experts provided protocol support through detailed management, planning and execution of their formal external communications activities. Protocol support included full lifecycle management of research-oriented meetings and workshops at locations across the United States.

For the Air Force Research Laboratory (AFRL), Quantech provided program FM, Budget Execution/Analysis and Accounting support. Our analysts processed and managed the Tri-Annual Reviews and OARS requests as well as provided training on the following systems: G2, ISMART, JOCAS, CRIS, WEB EIS, DSTAR and ABSS.
