Who We Serve

Under the Veterans Affairs (VA) Technical Project Engineering and Support contract Quantech will provide Test Planning and User Acceptance Test (UAT) supporting the Veterans Benefits Administration (VBA) Veterans Benefits Management System (VBMS) Program Management Office (PMO). The VBMS is an IT system designed to help claims adjudicators reach timely and informed decisions in a digital environment. VBMS will enable the five steps of the standard claims adjudication process including establishment, development, evidence, rating, and awards.

Under the VA ADVISOR contract Quantech provides program/project management and business analysis services for the VBA, Office of Vocational Rehabilitation and Employment Program (VR&E) and Office of Economic Opportunity (OEO), Veterans Employment Center TM (VECTM). The VR&E program assists Veterans with service-connected disabilities to prepare for, find, and keep suitable jobs. The VECTM connects Veterans and their families with meaningful employment and career-development opportunities

Our VA staffs supporting this VA work are located in VA Headquarters Office in Washington D.C., and Nashville, TN.

What We Do

Under TPES task order award, Quantech supports 2 different organizations within the VBA, Veterans Benefits Management System (VBMS), Vocational Rehabilitation and Employment (VR&E),.  Using the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK) as a guideline, our Project Management and Business Analysts provide professional Project Management support and guidance, in conjunction with VA’s Office of Information and Technology (OI&T), supporting the upgrade and replacement of legacy Information Technology (IT) applications and systems.   We handle all aspects of Project Management to include Project Scheduling and Planning, Project Tracking and Risk Management, Change Management, Project Artifacts and Analysis and Meeting Support.  Our Business Analysts provide support to include: Business Process Re-engineering (BPR), Business Requirements Development and Management, Acceptance Testing Support, and Business Policy and Procedure Recommendation, Inter/Intra Agency Coordination.

Our Results

Our employees are key contributors and below are a few examples of what our team has accomplished:

• VBMS User Acceptance Testing and PMO Support:  Created, maintained and enhanced the VBMS Test Scenarios which the PMO and senior leadership rely on when contemplating a Go/No Go decision.

• VBMS Stakeholder and Organizational Change Management (SOCM):  Manage Beneficiary Identification Records Locator Subsystem (BIRLS) Records for SOCM and developed the plan on how to have all of these BIRLS records updated, which included training additional personnel and provided guidance for record distribution.

• VR&E VetSuccess on Campus (VSOC) Development efforts:  The VSOC project automatically consolidates the VSOC spreadsheets the counselors in the field are required to submit. Within 16 seconds, the program eliminates the manual, labor-intensive process of copying and pasting into a master workbook; this manual effort originally took approximately 3 weeks to complete with only 8 spreadsheets. It is expected to have over 100 spreadsheets in the coming year.
