Who We Serve

As a current technical service provider on the Engineering, Professional and Administrative Support Services (EPASS) SCS V contract and a past provider on the Professional Acquisition Support Services (PASS and PASS II), Engineering and Technology Acquisition Support Services II (ETASS II), and Specialized Cost Services (SCS) IV contracts, Quantech provides support to the PEO Digital Directorate portfolio of programs across numerous Divisions. The PEO Digital Directorate develops, tests, fields and sustains systems supporting nuclear, space, cyber, missile defense, C4ISR, mobility, homeland defense, and 21st century battle management. The PEO Digital Directorate portfolio consists of 130+ US programs ($6.8M+ Assessment Year (AY)) and 120+ FMS Case/Lines ($5.6M+ AY) supporting 45+ nations and NATO.

What We Do

  • Quantech provides Engineering support (Systems, Network, Test), Information Assurance (IA)/Cybersecurity, Logistics, Configuration/Date Management (CM/DM)), and Acquisition support (Program/Project Management, Scheduling, Financial, Administrative, Human Resources (HR)) to a portfolio of PEO Digital Directorate programs.
  • Quantech’s Business Analytics department provides Cost Analysis, Earned Value Management (EVM) and Schedule Analysis support to 10 Divisions within PEO Digital across four geographically separated locations: Hanscom AFB in MA, Peterson AFB in CO, Robins AFB in GA, and Hill AFB in UT. Our analysts and their products enable senior leaders to make critical decisions for the 50+ programs that we support on a regular basis. Examples of programs we have supported or currently support include AWACS Block 40/45 and DRAGON modernizations, JSTARS, DCGS, AOC Kessel Run, Weather, 3DELRR, WAS, Space Fence, Mission Planning, Strategic Warning and Surveillance System, Counter Small-UAS UONs and FMS programs to include International AWACS and Airborne Early Warning and Control Systems (AEW&C) platforms with seven nations (Australia, France, Japan, Korea, Saudi Arabia, Turkey, United Kingdom) and NATO.

Our Results

  • Quantech’s technical performance in the areas of Engineering, Acquisition, Finance and Cost Analysis has directly impacted and helped enable an impressive resume of results that have or soon will provide the warfighter with improved operational capabilities. We provided engineering and cost analysis support to the Kessel Run AOC agile software development effort. The focus is to rapidly deliver warfighter capability by addressing key user needs via employing and cultivating true Agile DevOps commercial best practices utilizing an automated Continuous Integration/Continuous Delivery (CI/CD) pipeline with a build-deliver-learn-build iterative approach. This effort has already delivered 12 completed applications to the AOC and has saved warfighters 1,100 man-hours per month by automating labor-intensive data entry at operations centers worldwide.
  • Quantech provided key engineering and acquisition support that culminated in Air Combat Command (ACC) declaring that the AWACS Block 40/45 program had achieved Initial Operational Capability (IOC). Block 40/45 represents a revolutionary change for AWACS and worldwide Joint Command and Control (C2), Battle Management, and Wide Area Surveillance. It is the most significant counter-air battle management improvement in Combat Air Forces tactical C2 history. Our supported warfighter and 552nd ACW commander stated “This modification represents the most significant upgrade in the 35-plus year history of the E-3 AWACS and greatly enhances our crew members’ ability to execute the command and control mission while providing a building block for future upgrades.”
  • Quantech provided engineering support which led to the completion of the AN/FSY-3 Space Fence System critical design review. The Space Fence team is focused on production of S-Band radar technology that will permit the detection of much smaller microsatellites and debris than current systems allow. Additionally, the Space Fence design will significantly improve the timeliness with which operators can detect space events, which could present potential threats to GPS satellites or the International Space Station.
  • Quantech supported the Test and Evaluation (T&E) IPT for the $1.4B AWACS Block 40/45 mission computing system upgrade. Our technical staff was instrumental in drafting and coordinating the Test and Evaluation Master Plan (TEMP) for Block 40/45’s Initial Operational T&E (IOT&E). We also evaluated system performance against the Technical Requirements Document (TRD) and supported test plan development, execution, analysis of contractor and government test results, deficiency reporting and resolution. Our SMEs contributed to airworthiness testing on the AWACS test bed.
  • Quantech provided logistics services across the portfolio of US and FMS AWACS programs. Our experts supported Japan 767 program sustainment planning, provisioning strategies, support equipment identification, technical manual development and training. We sourced critical parts for the Japan Radar System Improvement Program (RSIP), which allowed all 4 aircraft to be modified and delivered back to Japan on-time/on-budget. Our team also provided on-site Japan AWACS Post Delivery Support, working directly with Japan Air Self-Defense Force (JASDF) operational personnel (Hamamatsu AB, Japan) in resolution of 100+ logistics, maintenance and scheduling issues that directly attributed to a 90% mission capable rate for the fielded E-767 weapon systems.
  • Quantech provided senior level leadership to a High-Performance Team (HPT) which produced a new AWACS Block 40/45 installation strategy, directly saved the warfighter $60M+ and reduced the on-line modernization time by 4 months. We spearheaded the Block 40/45 Low Rate Initial production (LRIP) contract Request for Proposal (RFP) development and four separate proposal technical evaluations, including the development of Statement of Objectives, pricing ground-rules and assumptions, Government Furnished Property (GFP) requirements, Integrated Master Plan (IMP), contract CLIN structure and CDRL requirements; led efforts to resolve significant cost differences between contractor proposal and program budget (identified $100M+ in actual cost reductions and savings opportunities in contractor’s proposal); supported the successful award of all four major contract actions totaling more than $500M+.
  • Quantech provided engineering and acquisition support to the US AWACS Diminishing Manufacturing Sources Replacement of Avionics for Global Operations and Navigation (DRAGON) program. The program replaces analog instruments with integrated avionics system, including large format displays, flight management systems and new communications and navigation equipment required to meet Communications, Navigation and Surveillance/Air Traffic Management (CNS/ATM) mandates, allowing the E-3 broader and more efficient access to worldwide airspace. We supported the development of all artifacts, to include the staffing packages required to obtain the Interim Authorization to Test (IATT) and the Authority to Operate (ATO) declarations. The IATT and ATO are critical milestones required to power up and test system capabilities in an operational environment.
  • For the PEO Digital Directorate Divisions, Quantech provided senior level scheduling experts that developed enterprise Integrated Master Schedules (IMS) which identified/monitored critical path execution and portfolio interdependencies. Our schedulers also evaluated individual program schedules, monitored real-time program execution and provided independent assessments of program performance to Division leadership. Our enterprise IMSs also captured key program events to form the basis for resource prioritization and allocation. An advantage to using this methodology is that resource “choke-points” can quickly be identified to supporting functional organizations (e.g., Contracting, FM, Legal) allowing them to develop mitigation plans to meet contract and program scheduled events.
  • Quantech provided test support to the Force Protection Division (HBU) and led the planning/execution of three successful Government Acceptance Tests of the new Intrusion Detection Sensor System. We assisted in developing the Installation Acceptance Test and Turnover Plan and reviewed/analyzed contractor test plans, procedures and results.
  • For the HBA Division, Quantech provided CNS/ATM engineering support and spearheaded the development of the Generic Performance matrices (GPMs) for Lateral Performance Based Navigation, GPS Precision Landing and Reduced Vertical Separation Minimum requirements. We created a Generic Reconfigurable GPM that utilizes drop down menus to generate a dynamic-requirements list that can change based on the configuration and/or mission needs of the platform being assessed. The dynamic nature makes it possible to narrow down the list of applicable requirements early in the process, simplifying the tailoring process and saving time and money throughout the performance assessment process.
  • Quantech’s Business Analytics team has developed high fidelity, defensible, and verifiable operations research products such as Program Office Estimates (POEs), Life Cycle Cost Estimates (LCCEs), and EVM Analysis products, as well as the cost analysis portions of Analysis of Alternatives (AoAs), Business Case Analyses (BCAs), Cost-Benefit Analysis (CBAs) and Economic Analyses (EAs). We have successfully collected data, analyzed data and developed critical databases and repositories for a variety of specific customers within PE Digital. We continue to research new technology related to the customers we support. Quantech’s commitment to database development and innovative data analysis has made us a key player in the aircraft and information system domains. Our team members have developed numerous studies, databases and products which provide direct benefits to our customers, enhancing their institutional knowledge and enabling more efficiency within their organizations.
  • Quantech’s Business Analytics team is at the forefront of the Air Force’s move to rapid acquisition with experimental & uniquely structured programs, particularly within the Information System / Defense Business System (DBS) domain. We have developed significant expertise within this domain while supporting key transitional programs such as the AF DCGS Operational Architecture Transformation (2015-2019) and AOC Pathfinder / Kessel Run (2017-2019). These programs are leading the way forward for how the AF accomplishes complex software development efforts and their successes have led the AF to direct widespread use of agile software development and lean startup principles for its portfolio. Additionally, the push for rapid acquisition has driven programs to re-assess all of their processes, streamline activities, reduce waste and maximize capability delivery to the warfighter.  This has driven Quantech’s need to re-shape the role of our cost analysis function to ensure we are maximizing our value-added analyses by fully integrating ourselves within collaborating program teams  working in “real time.” Our analysts have become fluent in Agile DevOps and Scaled Agile Framework (SAFe) practices.
