Who We Serve

Quantech provides the Federal Aviation Administration’s (FAA) Air Traffic Organization – Terminal (ATO-T) with support services to accomplish the acquisition, development, implementation and life cycle activities identified within the FAA Capital Investment Plan (CIP) and achieve the objectives of the FAA Flight Plan. There are six service groups identified within the FAA ATO-T organization: Safety Operations Support, Finance, Program Operations, Tactical Operations and Mission Support, Administration and Planning. The primary mission of the ATO-T organization is to move air traffic safely and efficiently. ATO-T customers are commercial airlines, private aviation and the military. ATO-T is responsible for the delivery of terminal services to the customer and implementing new technology to support all terminal operations. The ATO-T organization consists of 35,000 controllers, technicians, engineers and support personnel. This support is accomplished at FAA Headquarters and contractor support facilities located in Washington, D.C.

What We Do

Under multiple ATO-T work authorizations, Quantech provides quality program management, analytical, financial and business management support to the ATO-T organization. For our Investment, Alternatives Analysis, and Cost and Benefit Analysis authorizations, we prepare cost estimates and accompanying acquisition documents required to justify program funding expenditures through the FAA’s investment analysis review and decision making process. Through our Business Management and Financial support service authorizations we prepare, formulate and justify program budgets, plans and financial status documentation. We prepare and maintain financial charts, briefings, program schedules and progress reports. This includes support of the formal budget review cycle and projecting future budgets, ensuring budgets are organized, validated, traceable and accurate.

Our Results

Our employees are key contributors and below are a few examples of what our team has accomplished:

  • Financial and Business Management: Provide financial estimates and impacts for ASR-11, ASR-11 Tech Refresh Segment 1 & 2, MASR, SIM, ASR-9/Mode S SLEP, ITWS, CIWS, WARP and NWP program technical and management activities. Recaptured over $100M in capitalization costs on the ASR-11 program due to prior coding issues, saving the ASR-11 program over $2M through coordinating with various stakeholders and being proactive on completing reclasses as needed, as well as helping the ASR-9 SLEP Phase 1B effort  become the only Terminal Surveillance program to finish under budget and ahead of schedule. Prepare and manage annual Budget Development and Justification process for ASR-11, ASR-11 Tech Refresh Segment 1 & 2, MASR, SIM, ASR-9/Mode S SLEP, ITWS, CIWS, WARP and NWP, including: Resource Planning Documents (RPDs), White Sheets, National Airspace System (NAS) Plan Handoff (NPHO) Requests, Internal and External (Department of Transportation (DOT), Office of Management & Budget (OMB) & Congressional) responses, reclamas, etc.


  • Investment/Cost Analysis:  Provide estimated costs for all phases of the Standard Terminal Automation Replacement System (STARS) and Common Automated Radar Terminal System (CARTS) automation programs. Prepare Independent Government Cost Estimates (IGCEs) as part of investment analysis packages required for approval before funds can be expended. Generate ad-hoc cost estimates to forecast program procurement, tech refresh or modernization activity budgetary requirements at designated FAA terminal facilities.  Develop databases to capture actual hardware and software development costs for use in estimating future costs.  Create and refine cost estimating relationships for use in forecasting future fiscal year program costs. Generate the estimated costs for other FAA programs using the Terminal Automation equipment platforms to operate their program’s functionalities based on analyses of the other program’s requirements.  Other programs include the FAA’s Automated Surveillance Dependent-Broadcast (ADS-B), Automatic Terminal Proximity Alert (ATPA) and Relative Position Indicator (RPI).  Generate estimated costs for FAA air traffic control systems administered by the Department of Defense (DoD).  Provide and defend those program costs to FAA program managers.
